A Buddhist Monk soliciting donations on a busy street corner in front of Meiji Shrine, Tokyo, Japan
It depends on the situation really. Meiji Shrine, where this was taken, is one of the most touristy spots in Tokyo, so you have to expect hundreds of foreigners to take pictures of you if you have a traditional wedding there. Japan is much more lax then the US of course, for example you can take photos in any public place (airports, shopping centers, train stations, etc).
I couldn't in this situation, but usually when I take pics of people I try to ask for their permission before hand and I"ve never really run into a problem.
He he... I've done that. Thanks for the feedback. I usually ask before I photograph too, and meet with some resistance. However, I've had good luck when asking for models to work on say, a natural light study.

Daily Literature Deviations is a group that is dedicated to bringing literature to the forefront of the deviantArt community. We attempt to accomplish this by daily featuring Literature artists from around the community that deserve the recognition, but are not getting it.
Each day we will feature 10 deviations from the Literature categories in a News Article. In order to support the artists that we feature, we ask that you the news article as well as check out the individual pieces. We understand that each day you may not be able to check out each and every one of the pieces, everyone has their own things going on. We just ask that you make an attempt to help support the growing Literature community.
When it comes to community spirit, `Rushy is a shining example. It's without any hesitation that we are delighted to award the Deviousness Award for July 2009 to `RushyRead More

The same situation applies here, the monks take a vow of silence so he couldn't really protest much though
